Local03 does provide a smartphone app, for Android and Apple's iOS. It also does offer a very practical and powerful web interface where one can have web calling and send over text messages.
It can also allow you to have an extra number for whichever country around the globe, so your relatives may call you using a local phone number while thanks to calling forwarding it will rings back in your home or mobile phone in Canada. An innovative service that sometimes is handy is the use of fax2email that local03 offers, this helps from the same web interface to send or receive faxes; without having to acquire more expensive services. It also allows for call recording.
With Local03 you have Canadian Local Access Numbers in Alberta, British Columbia, Manitoba, Ontario, Quebec, and Saskatchewan. It provides a handy app available for Android and iOS. When using the App you do not have to use an Access Number, making the calling experience simpler overall.
Plans in the case of Local03 are pre-paid monthly, starting at $10 for most calling destinations. Note typically local03 will have promotions in where the first month is at a reduced rate. For example, calling to India will be the first month at $7 and thereafter at $9.90; giving 381 minutes (landline & mobile); or at $0.02 per minute.
